Developing a good quality SEO strategy

I am currently in the process of putting together an elaborate and fully featured SEO strategy for a client. How to do this?

Good SEO implementation is a fairly complicated job once you get into it deep enough.

All the rules that people speculate about can be right or wrong depending on the context they are considered in.

Also, there are many different aspects and activities that need to be considered in a typical SEO campaign and in order to evaluate them all there needs to be some structured means of benchmarking and measuring the impact of the many different changes that are made to a typical web site.

Apart from being concerned with Search Engines, a good SEO strategy will also concern area like web design, content editing and many areas of programming, often including some mod_rewrite, which can get really tedious and time consuming.

In order for this document to be good enough, it will have to be broken down into good enough sections and will have to cover many different techniques in depth, providing bullet point guidelines on how to carry out each individual SEO task in order to obtain maximum visibility in as many search engines and as many searches as possible.

I suppose the ultimate aim of any SEO campaign is to enable good quality optimised searching of each individual page within the web site based on relevant and high converting keywords.

However, even this claim could probably be challenged by someone else out there bringing a particular example of an ads sponsored web site saying that this approach is not necessarily the most desired one.

Furthermore, there are many different rules which different search engines (Google, Yahoo and MSN for example) consider when ranking web pages.

These all need to be well summaries and well ordered within the document in order to provide for a long term re-usability of the document and its overall long term usefulness to anyone who ends up using it.

This is a very interesting task which I am working on now, but I must admit that it is also brain melting, as trawling through so many different advices on different advances SEO concepts can be overwhelming and very confusing at the time.

I am also trying to build a useful set of links to some SEO tools which will be used on daily basis in order to work out what the main SEO considerations to be made are for each individual web site.

Further to this, there is also the aspect of paid search advertising which goes hand-in-hand with organic SEO, but at the same time is pretty much altogether a totally different game and provides totally different benefits to a perspective advertiser.

At this point I would like to hear from people who might have some concerns, ideas, questions and suggestions about what a good quality SEO strategy document should cover and contain in order to be useful for a wide range of web sites.
